Nickel carbonate hydroxide is classified according to Annex I to Directive 67/548/EEC with Xi, R38

Skin irritation:

No data on the skin irritation potential of nickel carbonate and -hydroxide is available. However, information on nickel sulphate is available. It is assumed that pure nickel carbonate and -hydroxide would have similar skin irritating properties. Based on the human data for nickel sulphate, classification of nickel carbonate as Xi; R38 is considered appropriate (EU C&L Dossier and the OECD SIDS draft 2007).

Eye irritation:

No data on the eye irritation potential of nickel carbonate and -hydroxide is available. Nickel sulphate is not eye irritating, and it is not expected that the eye irritating potential of nickel carbonate and -hydroxide will exceed that of nickel sulphate. No classification for this effect is proposed (EU C&L Dossier).

According to the OECD SIDS draft 2007 the experts conclude that there is no reason to believe that the eye irritating potential of nickel hydroxy carbonate will exceed that of nickel sulphate (which is not an eye irritant). The C&L Health effects group have agreed not to classify nickel hydroxycarbonate as an eye irritant.
