Description of key information

- The justification for test waiving is based on the specific adaptation rules in column 2 of Annex VII (7.6). The study needs only to be conducted if, based on the structure of a substance, surface activity is expected or can be predicted or if surface activity is a desired property of the material. 
- SCP liquor contains numerous organic and inorganic constituents and therefore some surface activity can be expected according to the structure, but it is not a desired property of the substance. Therefore no testing of surface activity is needed.

Data can be waived, because SCP liquor consists of numerous organic and inorganic ingredients, and some surface activity can be expected among some of the minor constituents, but it is not a desired property of the whole substance. The identified main constituents of SCP liquor are not estimated to have significant surface active properties.
