Justification:

According to Annex XIII of REACH regulation 1907/2006 the PBT and vPvB assessment does not apply to inorganic substances.

The decision to conduct an assessment was made in order to lend weight to the conclusion that the substance can be considered to have no/low toxicity.

The assessment concluded that the substance could be considered to be persistant but not bioaccuulative or toxic and as such does not meet the criteria for a PBT substance.

Furthermore, it should also be born in mind that whatever its origin, once released into the environment, no distinction can be made between man-made or natural silica. Toxicological studies have shown no (or very low) toxicity in both aquatic and mammalian systems therefore although the substance can be considered to be persistent there are no indications that it is a cause for concern.
