Description of key information

In accordance with column 2 adaptation statement of Annex VII Regulation (EC) No 1907/2006 (REACH) and ‘Manual of Tests and Criteria’ (fourth revised edition, appendix 6, section 3.3 (UN RTDG MTC)), the determination of the explosive properties (required in section 7.11) was waived based on a structural assessment of the substance. 4-Hydroxy TEMPO contains functional groups quoted in UN RTDG MTC and Bretherick’s – Handbook (6th Edition, Volume 2, p 128 ff) which may indicate explosive properties. According to section 3.3 (b) of UN RTFG MTC the test is not required when the substance contains chemical groups associated with explosive properties which include oxygen and the calculated oxygen balance is less then -200.  The oxygen balance for 4-Hydroxy-TEMPO was calculated to be -230.78663. Thus the oxygen balance is below the threshold value of -200. Therefore, it can be concluded by expert judgement that this substance is not explosive and no further testing is required.
