Justification:

The PBT and vPvB assessment of N-Butyl-2,2,6,6-tetramethylpiperidin-4-amine (N-Butyl-TAD) has been based on the screening information as listed in Annex XIII section3.1 of the REACh regulation. The test substance has been shown to be biodegradable, but not readily biodegradable. Based on the available date persistency cannot be excluded for N-Butyl TAD. Due to the logKow of the test substance below 4.5, the substance is not expected to be bioaccumulative and does not fulfil the criteria for bioaccumulation. The effect levels for toxicity on aquatic organisms are above the screening criteria for the T-criteria. The substance is not classified as mutagenic, carcinogenic or toxic for reproduction according to CLP regulation. Therefore, the substance does not fulfil the T criteria. Based on the available data, the substance is not identified as PBT or as a vPvB substance based on the available data.

Furthermore, all assessed components, present > 0.1% in the product, are not considered to be PBT/vPvB substances. The constituents are not expected to contribute significantly to the ecotoxicity of the registered substance. In conclusion, the substance does neither fulfill all three criteria for PBT criteria nor the criteria for vPvB and is not identified as a PBT or vPvB substance.
