Description of key information

Waiving based on the flash point value and the classification of the substance as self-reactive type E for transport by the competent authorities.  This transport classification is based on the series of the UN studies (e.g. UN Test A.5 Gap Test, not flammable in contact with air, and UN Test C.2 no propagated deflagration).

Additional information

The flammability of the substance can be estimated based on the flash point and boiling point values as the substance is liquid. Based on the flash point study results this substance has no flash point value up to 104.4 deg. C within the range where the substance is thermally stable (boiling point 105.5 deg C). In addition, the UN studies conducted for transport indicate that this substance is not flammable in contact with air (UN Test A.5 Gap Test). The substance has not propagated deflagration in the UN Test C.2.

The flammability in contact with water is not considered relevant for this substance as experience in handling and use shows that the substance does not react with water, e.g. the substance is manufactured with water and always used and marketed to the EU in water solutions and in more diluted formulations.

However, the substance is classified as self-reactive type E substance and has hazard class/division 4.1 for transport approved by the competent authority of the United States. The flash point for liquid self-reactive substances or mixtures is only relevant in the temperature range where the product is thermally stable. Above the SADT of the self-reactive substance or mixture, flash point determination is not relevant because decomposition products are evolved. For this substance the flash point is higher than the SADT temperature (45 deg. C).

This material is a self-reactive substance or mixture which, in laboratory testing, neither detonates nor deflagrates at all and shows low or no effect when heated under confinement. The formulated product (CLK-222) is only used in the EU, and water is used as diluent. This formulated substance is not classified as self-reactive or flammable.

Justification for classification or non-classification

This substance has no flash point up to 104.4 deg. C, it boils at 105.5 deg. C. It is classified as a self-reactive substance for transport and the classification is approved by the competent authority of the United States (the hazard class/division 4.1 substance). Therefore, this material is classified as self-reactive type E with H242. The formulated product (trade name CLK-222) is only used in the EU, and water is used as diluent. This formulated substance is not classified as self-reactive or flammable.
