The surface activity of Salt reaction of cobalt(2+) and C2/C8/C20 carboxylates is not expected and surface tension should be vey low based on the fact that the surface tensions of the individual constituents are low and similar: 70.5 mN/m for resin and rosin acids, cobalt salts (Demangel, 2008), 64.4 mN/m for cobalt bis(2-ethylhexanoate (Krack, 2010) and 71.1 mN/m for cobalt diacetate (Krack, 2010) at 20°C. It can safely be assumed that Salt reaction of cobalt(2+) and C2/C8/C20 carboxylates have no surface activity and that further testing is not required (in accordance with regulation (EC) 1907/2006, Annex VII, section 7.6, Column 2).
