An open flame was not observed in any of the tests with the test item and cellulose. In the 4:1 mixture test, the test item charred while power was applied to the ignition wire; thereafter no further charring was observed. In the 1:1 mixture test, the test item charred while power was applied to the ignition wire and after the power was switched off. At the end of the test, the test item was completely charred.
Therefore, the test item does not ignite and burn in 4:1 and 1:1 mixtures with cellulose.

In test 5 the heating wire broke, hence a 6thtest was carried out. The test with the 3:2 mixture was not necessary for classification.

The test item/cellulose mixtures did not burn. The mixtures were held for 180 s with the ignition wire switched on, during this time blackening around the wire, smoldering and a slight smoke release were observed. The mixtures also turned slightly yellow.
Therefore, the test item in the 4:1 and 1:1 test item-to-cellulose ratio does not ignite and burn

Divanadium tris(sulphate) (a trivalent V-sulphate substance) and vanadium, oxalate complexes (a tetravalent vanadium substance), have a higher or equal oxygen content (49.2 % and ca. 52 %, respectively) compared to vanadium sulphate oxide (a tetravalent vanadium substance) with an oxygen content of 49 %. Since test results for both substances indicate a lack of oxidising properties, applying bridging (read-across) principles vanadium oxide sulphate is not considered to have any oxidising properties.
Justification for classification or non-classification
Oxidising properties are considered non-relevant for vanadium oxide sulphate. Thus, vanadium oxide sulphate does not need to be classified as oxidizing solid according to Regulation (EC) 1272/2008 (CLP) Annex 1: 2.14 and UN-Transport Regulation, Division 5.1.
