Justification:

Persistence: Based on a reliable study to determine the ready biodegradability for the test substance, dimethyldioctylammonium chloride it was concluded that dimethyldioctylammonium chloride can be classified as readily biodegradable. Six additional studies on two read across substances verify these findings. It is concluded that the test substance is unlikely to persist in the environment.

Bioaccumulation: The log Pow of the test substance dimethyldioctylammonium chloride (C8DAQ) was experimentally determined to be 0.1 at 21oC. According to Annex XIII of REACH Regulation (EC) No 1907/2006 and chemical safety assessment Chapter R.11 (PBT assessment, ECHA (2017)), a substance does not fulfil the criteria "bioaccumulative" or "very bioaccumulative" if the log Kow is below 4.5. It is concluded that the test substance has a very low potential for bioaccumulation in the aquatic environment and direct and indirect exposure of the aquatic compartment is unlikely.

Toxicity: The parameters for the toxicity (T) criterion are based on long-term chronic toxicity values for aquatic organisms including freshwater fish, invertebrates and algae. The lowest NOEC for the test substance the test substance dimethyldioctylammonium chloride (C8DAQ) was experimentally determined to be 0.01 mg/L. According to Annex XIII of Regulation (EC) No 1907/2006 and to the Guidance on information requirements and chemical safety assessment Chapter R.11 (PBT Assessment, ECHA (2017)), a substance does not fulfil the criteria for toxicity (T) if the NOEC for chronic testing on fish, daphnids, algae is ≥0.01 mg/L. It is concluded that the test substance does not fulfil the toxicity (T) criterion as laid down in Annex XIII of regulation (EC) No 1907/2006.

The overall conclusion is that dimethyldioctylammonium chloride (C8DAQ) should be considered not PBT or vP/vB.
