Justification:

Taking into account the lack of biodegradation in a ready biodegradation test, the substance 1-hexyl-1H-pyrazol-4,5-diamine hemisulfate is considered as persistent or very persistent on the basis of screening criteria.

At environmental pH, the log Kow of the substance 1-hexyl-1H-pyrazol-4,5-diamine hemisulfate at ambient temperature is 1.287. This low log Kow indicates that the substance has hydrophilic properties and is not considered as bioaccumulable or very bioaccumulable.

The chronic toxicity data assessed on daphnia (reproduction test) and on algae (inhibition of the growth) are higher than 0.1 mg/L and the acute toxicity on fish is higher than 1 mg/L. Therefore 1-hexyl-1H-pyrazol-4,5-diamine hemisulfate is not considered as T on the basis of these aquatic toxicity results. The substance is neither classified as carcinogenic (cat. 1A or 1B), nor germ cell mutagenic (Cat. 1A or 1B), nor toxic for the reproduction ((cat. 1A, 1B or 2). However it is classified  as "Specific Target Organ Toxicity Repeated Exposure category 1 ", and  due to this classification, it has to be considered as Toxic.

The substance 1-hexyl-1H-pyrazol-4,5-diamine hemisulfate is P/vP and Toxic, however it is not bioaccumulable. Therefore it is not considered as PBT or vPvB.
