For the assessment of oxidising properties substances have been split into groups of similar substances in the same oxidation state and with similar ligands. Oxidising properties of different substances within these groups are considered to be similar. Both the source and target substance are metals in the 3+ oxidation state with a halogen ligand and therefore read across is considered to be appropriate.

3. ANALOGUE APPROACH JUSTIFICATION

For oxidising properties the structural alerts indicating potential hazards are often associated with the ligands or counter-ions, and therefore the read across approach has taken into account the ligands associated with precious metal substances. Both rhodium triiodide and triammonium hexachlororhodate have a metal in a 3+ oxidation state and a halogen ligand. Rhodium triiodide has been tested for oxidising properties and found to be non-oxidising. Based on the similarity of structure between this substance and triammonium hexachlororhodate, this result is read across to triammonium hexachlororhodate and this substance is also considered to be non-oxidising.

Additional information

The oxidising properties of triammonium hexachlororhodate are read across from another substance with a halogen ligand in the 3+ oxidation state (rhodium triiodide). This substance is not oxidising based on a GLP-compliant study following UN method O.1 (Atwal and Tremain 2011). There is also supplementary evidence that other metal chlorides are also not oxidizing. For example, other Group VIII transition metals such as cobalt (II) chloride, iron (II), iron(III) and nickel(II) chloride. Copper(I) chloride from the adjacent Group IB is also not classified for oxidizing properties. There is therefore no evidence that any transition metal chloride is an oxidant. Supplementary evidence also comes from the non-transition metal chlorides and there is no evidence from two centuries of industrial and academic experience that supports this substance as non-oxidising.
