Based on chemical structure pyrophoricity and flammability in contact with water are not expected.

Due to the fact that in substance ''oil shale, thermal processing waste'' the elements are in their highest oxidation level and are not capable of further reaction with oxygen, therefore the substance ''oil shale, thermal processing waste'' can be designated as non flammable.

Justification for classification or non-classification

Justification: In the substance oil shale, thermal processing waste, the elements are in their highest oxidation level and are not capable of further reaction with oxygen. According to Regulation (EC) No 1272/2008 on classification, labelling and packaging (CLP) of substances and mixtures, the substance ''oil shale, thermal processing waste'' is considered not to be a flammable solid.
