Justification:

Based on the assessment described in the subsections below the submission substance is not considered as PBT / vPvB.

Rationale: Data are based on tests. Based on comparison to the screening criteria, HBED-Fe is not B or vB. Based on comparison to the criteria in Annex XIII, the substance is also not T. HBED-Fe is not readily biodegradable according to OECD criteria as concluded from a test.

Biodegradation of EDDHMA-Fe and the other structurally related EDDHA-FeNa has not been shown in ready biodegradability tests. The lack of biodegradation does not mean that these substances are recalcitrant in nature because the stringency of the test procedures could account for the recalcitrance in these tests. Abiotic degradation takes place predominately by photolysis as concluded from studies with EDDHMA-Fe.

HBED-Fe is expected to have a low potential for bioaccumulation (log Pow = -8.97). Together with the high water solubility of HBED-Fe (> 10 g/L) the substance is expected to be very mobile in the aqueous phase and will not adsorb to sediment and soil. The latter is also confirmed in a refined OECD TG 106 study, based on the mean measured Koc of 15.33 L/kg.

It is expected that this chelate - as with many chelates - follows the same pathways of degradation, photodegradation and microbial degradation in waste waters, sediments and soils. HBED-Fe is therefore not considered a PBT or vPvB substance.
