JUSTIFICATION FOR DATA WAIVING
According to ECHA Guidance on the Application of the CLP Criteria (v5.0, July 2017, §2.11.4.2.), the phenomenon of self-heating generally applies only to solids. The surface of liquids is not large enough for reaction with air and the test method (UN N4) is not applicable to liquids. Therefore liquids, unless adsorbed, are not classified as self-heating.
Moreover, the substance is a volatile liquid (and volatilisation is an endothermic phenomenon), and also the chemical structure does not contain metals, which are typically self-heating substances.
Therefore the hazard class does not apply.

Executive summary:

The determination of the explosion limits of the test item in air was conducted according to the test method DIN EN 1839:2017. The work was accredited under ISO 17025.

The test was conducted in a 5 L sphere at the temperature of approx. 20°C.

A permanent spark with an ignition energy of approx. 10 Joule was used as ignition source.

According to the results the lower explosion limit (LEL) of the test item is 8.6 %Vol and the upper explosion limit (UEL) is higher than 70 %Vol. The test was terminated at the concentration of 70 %Vol.

Based on the results of the test the item in its gaseous form is to be considered a flammable gas.

Description of key information

As the boiling point of the test item is approx.20 °C, the flammability was determined on two forms: liquid and gas.

The flammability of the liquid subtance was evaluated using the flash point and the boiling point: the substance has a flash point < -20°C and a boiling range of 18.8°C - 23°C.

The flammability of the gaseous substance was determined by the EN 1839 method: the flammability range in air was determined to be 8.6%Vol - >70%Vol.

Based on the chemical structure and experience, no flammable properties are anticipated if contact with air or water, or no self-heating, therefore studies were deemed unnecessary.

Justification for classification or non-classification

Flash point is lower than 23°C and boiling point is lower than 35°C, therefore the test item is classified as Flammable Liquid Category 1 based on GHS/CLP criteria.

Under the determination of the flammable range in air of the substance in its gaseous form, ignition was observed at concentrations below 13%Vol and above 6%Vol. According to GHS/CLP criteria the test item is classified as Flammable Gas Category 1B.
