ECHA heeft een inventaris gemaakt van stoffen die waarschijnlijk voldoen aan de criteria van bijlage III bij de REACH-verordening. De inventaris is bedoeld als hulpmiddel voor registranten om na te gaan of de beperkte minimuminformatievereisten van toepassing zijn dan wel of alle in bijlage VII vereiste informatie moet worden ingediend.
De inventaris werd aangelegd aan de hand van openbaar beschikbare databanken met experimentele gegevens en aan de hand van resultaten van (Q)SAR-modellen. Aanwijzingen voor gevaarlijke toxicologische en ecotoxicologische eigenschappen, alsook informatie over vormen van gebruik en andere beschikbare relevante informatie moeten worden afgewogen tegen de criteria in bijlage III.
Het feit dat een stof niet in de inventaris voorkomt, betekent niet noodzakelijkerwijs dat niet aan de criteria van bijlage III is voldaan. Omgekeerd kan een registrant, indien een stof wel in de inventaris voorkomt, toch van de beperkte minimuminformatievereisten profiteren mits dit gerechtvaardigd wordt.
Let op: de inventaris is geen hulpmiddel voor indeling, maar slechts bedoeld om bezorgdheden aan te duiden. Bijvoorbeeld, het feit dat een stof is aangeduid als "vermoedelijk mutageen" wil niet zeggen dat ECHA deze stof als mutageen beschouwt. Er moet gekeken worden naar alle bewijzen alvorens te concluderen dat er een noodzaak tot indeling bestaat.
