The oxidising and reducing action of the test material was determined in a GLP study performed in accordance with the standardised guideline EPA OPPTS 830.6314.
The oxidising or reducing action was determined by adding the test material to four separate flasks. 10 mL of water was added to three of the flasks to form a slurry. The fourth flask was left dry for the later addition of water as the test reagent. The initial temperature of the contents of each flask was recorded.
An aqueous potassium pennanganate solution. ammonium phosphate (monobasic), zinc dust, and water were added, one to each flask. After mixing the test material and reagents, the temperatures of the solutions were recorded. Observations of any chemical incompatibility or temperature rise were recorded. The temperature was recorded at 1, 2, 4 and 24 hour intervals.
Under the condition of the test, no significant changes in temperature were observed, nor was any evidence of chemical incompatibility observed with the addition of any of the reagents. The test material was determined to have no oxidising properties.

Results
As neither mixture of 2:1, 1:1 or 1:2 test material/cellulose burned to completion in the preliminary test, the test material is considered to be non-oxidising.
The reference mixture burned vigorously to completion in 40 seconds. No further testing was therefore necessary.

The oxidising properties of the test material has been address using a weight of evidence, consisting of two GLP guideline studies. Both studies have been assigned a reliability score of 1, reliable without restrictions, in line with the principles of Klimisch et al. (1997). Both studies are in agreement that the test material does not possess oxidising properties.
In the first study (Comb, 2001) the oxidising properties of the test material were determined in a study performed under GLP conditions and in accordance with the standardised guidelines EU method A.17.

Justification for classification or non-classification
In accordance with the criteria for classification as defined in Annex I (Classification and Labelling Requirements for Hazardous Substances and Mixtures), Regulation (EC) No. 1272/2008 (CLP), the substance does not require classification as oxidising.
