A reliable study in accordance with the relevant EU method demonstrated that the substance does not possess oxidising properties. Furthermore, the substance does not contain fluorine or structural alerts which have been associated with oxidising properties, and oxygen and chlorine contained in the molecule are chemically bonded only to carbon atoms.

Justification for classification or non-classification

This GLP study for the determination of the oxidising properties was performed in accordance with the EU method A. 17.

The available data are considered reliable and suitable for classification.

As a result the substance does not meet the criteria for classification under Directive 67/548/EEC, as amended for the 28th time in Directive 2001/59/EC, Annex VI, 2.2.2 and the criteria for classification under Regulation (EC) No. 1272/2008.

In addition, the substance does not contain fluorine. While the substance contains oxygen and chlorine, they are chemically bonded only to carbon atoms. Comparison of the functional groups listed in the Guidance on Information Requirements and Chemical Safety Assessment, Chapter R.7a, May 2008, Table R.7.1-29, with the chemical structure indicates no structural alerts which have been associated with oxidising properties.
