The 48-hr EC50 was determined to be 380 mg/L in Daphnia magna.
Executive summary:

A 48-hour toxicity study with 2-hydroxyethyl methacrylate to daphnids (Daphnia magna) was conducted acc. OECD 202 (part 1) under static conditions with 4 replicates of 5 daphnids per test concentration exposed to a nominal test concentrations of 0 (control), 95.3, 171, 309, 556, and 1000 mg/l. Water samples were measured for analytical verification of test concentrations at 0 and 48 hours. The resulting time-weighted mean measured concentrations were 0 (control), 97.0, 177, 318, 568, and 1010 mg/l. Immobility was observed for 15, 100, and 100% of the daphnids at the 318, 568, and 1010 mg/L test levels, respectively. No daphnid immobility was observed in the control or remaining test levels during the expsosure. 

The 48-hour EC50 value was determined to be >380 mg/L.

Description of key information

A short-term toxicity test with Daphnia magna exposed to 2-hydroxyethyl methacrylate under static conditions, and following standard test guidelines (OECD 202, part 1), resulted in 48-hour EC50 value of 380 mg/L.
