The solvent (water) of the aqueous solution test item can't be separated by drying without change its composition (specially in metacrylic acid).

According to REACH regulation (Ec No 1907/2006 of THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 18 Dcember 2006) Title 1 chapter 2 article 3, a substance is definie as following:

substance means a chemical element and its compounds in the natural state or obtained by any manufacturing process, including any additive necessary to preserve its stability and any impurity deriving from the process used, but excluding any solvent which may be separated without affecting the stability of the subtance or changing its composition.

According to this definition, the aqueous solution of the test item can be considered as a substance. So the water solubility test must be performed on the aqueous solution of the test item and not on the dryed form. In this case, no specific value of solubility in water can be determined. Indeed, an aqueous solution ofthe test item is mixable with water in all proportions.

The key value for chemical safety assessment correspond to the maximum water solubility value that can be reach.
