A waiver is proposed for this endpoint. Phosphorus trichloride is a reducing agent and is readily oxidised using ozone or oxygen to form phosphorus oxychloride (Othmer, K., Encyclopedia of Chemical Technology, Vol 18, 4th Ed.). As it is a reducing agent, it is not expected to be an oxidising agent on theoretical grounds.
