Results
Preliminary test
The test mixtures with cellulose only burned for 20 s at the ignition
point, the flame extinguished without any spreading. No complete burning
of the test mixture was seen.
Three test mixtures with barium nitrate/cellulose 2:1 burned down completely in 66, 66 and 67 s, respectively. Due to the preliminary test results, the main test had to be executed.
Main Test
Four tests were done for the reference mixture (barium nitrate and
cellulose) with different wt. % oxidizer (barium nitrate).

The highest burning rate of 1.98 mm/s was found for the mixture with 60 wt. % oxidizer.
Mixtures of the test item with cellulose were prepared with different wt. % of the test item and tested.

As the maximum burning rate of the test item and cellulose mixtures is lower than the maximum burning rate of the reference mixture, six tests were done only with the three mixtures with the highest burning rates to verify these values (Table 3).

1) The mixtures all extinguished after 48 - 56 mm (the burning rate was calculated with these values).
Each mixture was measured 6 times. The mean burning rate for the mixture with the highest burning rate (10 %) was 0.39 mm/s. The difference between between the mean burning rate and the maximum burning rate was 10 % for this mixture.
The maximum burning rate of the mixtures of the test item and cellulose (0.41 mm/s) was lower than the maximum burning rate of the reference mixture of cellulose and barium nitrate (1.98 mm/s).
Due to the fact that the mixture of the test item with cellulose burned slower compared to the reference mixture it was concluded that the test item has no oxidizing properties.

The maximum burning rate of the mixtures of the test item and cellulose (0.41 mm/s) was lower than the maximum burning rate of the reference mixture of cellulose and barium nitrate (1.98 mm/s)
Justification for classification or non-classification
The available data on oxidizing properties of the test substance do not meet the criteria for classification according to Regulation (EC) 1272/2008, and are therefore conclusive but not sufficient for classification: The maximum burning rate of the test mixture was less than that of the reference mixture (barium nitrate and cellulose 2:1) in a test according to the EU method A.17.
