Description of key information
Classification is not required. Testing is waived in accordance with REACH Annex VII, Section 7.11, Column 2 as there are no chemical groups associated with explosive properties present.

Justification for classification or non-classification
Lead metal massive and powder does not require classification for explosiveness.
The experimental determination of the explosivity of a compound is not required, if available thermodynamic data (reaction enthalpies) and/or the absence of certain reactive groups (Bretherick, 1990) in the structural formula indicate that the substance will not decompose violently under formation of gases or release of energy and thus does not pose a risk for explosivity. The substance lead is a metal and therefore considered to be “inert” in the context of explosivity.
Finally, it is noted that despite the long-term use of lead, this substance is not classified for explosive properties according to UN transport regulations. In conclusion, the conduct of further experimental verification is not considered to be required, and for the reasons stated above, derogation from testing is hereby applied for.
The waiver, used in accordance with REACH Annex VII, Section 7.11, Column 2, and the justification for non-classification are applicable to both massive and powder forms.
