Guidance for identification and naming of
substances under REACH, the lead registrant agreed with the other SIEF
members that the identifiers (CAS
number and EC name) used for the toxicological, ecotoxicological and
physico-chemical testing are not representative of the UVCB substance
used for the testing. Consequently,
the EC name Bis(2,3-epoxypropyl)cyclohexane-1,2-dicarboxylate and
CAS number 5493-45-8, mentioned in the testing reports and refering to a
monoconstituent substance are incorrect and should be read as
1,3-Isobenzofurandione, hexahydro-, reaction products with
epichlorohydrin with CAS number 1395383-69-3, which is representative of
the registered UVCB substance used effectively.
The substance cannot be considered to be readily
biodegradable, but appears to show evidence of aerobic degradation that
did not plateau before the end of a 60-day study. A Modified OECD
Screening test (OECD 301 F, EC C.4-D) demonstrated 53 % degradation
after 28 days and 94% after 60 days, indicating a potential for complete
mineralisation in the environment. Therefore, the substance can be
considered to be inherently biodegradable.
The substance is expected to
have a low potential for aquatic / sediment bioaccumulation because it
has a low octanol water partition coefficient (log Kow = 1.7).
The adsorption coefficient of the
test substance on soil / Sewage sludge is estimated (OECD 121 and EU
method C.19) as log Koc of 1.79.
In accordance with column 2 of
REACh (Regulation (EC) No 1907/2006) Annex IX, the simulation testing on
ultimate degradation in surface water, soil simulation testing, and
sediment simulation testing (required in section 188.8.131.52, 184.108.40.206, and
220.127.116.11) do not need to be conducted based on the findings of the
Chemical Safety Assessment; the substance does not fulfil classification
criteria according to the applicable regulations and does not fulfil the
criteria for vPvB or PBT.
The substance is not expected to
persist in the environment.
