Use of Chromium (VI) Trioxide for Passivation of tinplated steel (ETP)
Broad information on use applied for (conditions of use and function)

The ETP passivation process takes place at one site in Germany. Cr(VI) is supplied to the production process as an aqueous solution of chromium trioxide. The process itself is highly automated and contained. Operators are involved in connecting cubitainers to the process installation, performing control rounds, sampling of Cr(VI) baths or waste water via dedicated sampling systems, maintenance and cleaning activities. Collective measures are in place to minimize exposure to workers and emissions to the different environmental compartments. All liquid waste is directed to an on-site waste water treatment facility where a reduction/neutralisation treatment of chromium takes place. Air above the Cr(VI) containing baths is extracted using a Local Exhaust Ventilation (LEV) and treated in a scrubber. Scrubber water is directed to the reduction/neutralisation unit. All solid waste possibly containing Cr(VI) is collected and sent to a specialized waste treatment company.

Functional requirements:

The primary function of Cr(VI) in the production of ETP as packaging material is to stabilize the product and as such to ensure corrosion resistance and food safety. The functional requirements of the packaging are of key importance in the assessment of potential alternatives.

The six overarching requirements for a suitable alternative for the use of Cr(VI) are:

  1. Tin oxide growth resistance
  2. Chemical resistance (against canned products)
  3. Sulphide staining resistance
  4. Lacquer adhesion
  5. Machinability: surface tension, sliding properties, weldability
  6. Suitability for food contact

Annual tonnage used: 95 tonnes chromic acid (47.5 tonnes chromium trioxide)

Requested review period: 7 years (starting from expected decision in 2020)
