Workshop on substitution strategy 9-10 October 2017, ECHA

Introduction

On 28-29 June 2017 ECHA’s thought starter on a substitution strategy was discussed between Member States, Stakeholders and the Commission in the meeting of Competent Authorities for REACH and CLP (CARACAL). The purpose of the strategy is to promote the substitution of chemicals of concern aiming to boost the availability of safer alternatives and to promote efficient, informed substitution, in a collaborative manner. Besides the study conducted by the Lowell Centre of Sustainable Production of the University of Massachusetts Lowell. The participants expressed their strong support towards the work on substitution and provided some examples of national bodies or stakeholders that could take part in the work. ECHA aims at having the substitution strategy endorsed by its Management Board in December 2017.

Purpose

The purpose of the workshop was to have an open exchange of views between stakeholders and ECHA on the strategy on substitution, including which Member States or stakeholder organisations would hold a supply chain workshop on a particular theme. The meeting gathered around 50 participants.

The workshop addressed in particular the types of networks that could connect stakeholders and strengthen substitution capacity, learning, and adoption in the years to come.
