Justification for type of information:
According to Annex VII, Column 2, Section 7.13 of Regulation (EC) No 1907/2006 (REACH) oxidising study does not need to be conducted if the substance is incapable of reacting exothermically with combustible materials. The substance Reaction mass of aluminium hydroxide and aluminium nitrate and aluminium sulphate, falls into this exemption based on its chemical structure. Though the substance contains nitrates, the content on nitrates is only 16% according to typical analysis provided in Section 1.4. " Analytical Information" of IUCLID dossier (please see attachment "Nicasal Standardanalyse Anions.pdf") and composition calculated based on those analysis (see section 1.2) of IUCLID dossier.
This substance, reaction mass of aluminium hydroxide and aluminium nitrate and aluminium sulphate, is only commercialized as minium 71% solution (as reported in Section 1.2 of IUCLID dossier), what means only 29% of the product would be pure substance, of which only 16% are nitrates in form of alumiium nitrate. Criteria for oxidising liquids is, therefore, applicable.
Testing required to determine oxidising properties for liquids is UN Test O.2. According to the ECHA "Guidance ion the Application of the CLP criteria", in Section 2.13.4.1.1. reasons for waiving of testing are exposed. One of those is: "The determination of the oxidising properties of an aqueous solution of solid oxidising substances and the classification as an oxidising mixture is not necessary provided that the total concentration of all solid oxidisers in the aqueous solution is less or equal to 20%(w/w)".
Therefore the substance reaction mass of aluminium hydroxide and aluminium nitrate and aluminium sulphate, is considered as not oxidising and data waiving is applicable.
