Statement:

According to the EC A.21 guideline, a liquid substance is to be considered as an oxidizer when:

a)    a 1:1 mixture, by mass, of the substance and cellulose spontaneously ignites; or

b) a 1:1 mixture, by mass, of the substance and cellulose exhibits a mean pressure rise time less than or equal to the mean pressure rise time of a 1:1 mixture, by mass, of 65%(w/w) aqueous nitric acid and cellulose. 

Examination of the structure of the test substance establishes beyond reasonable doubt that the substance is incapable of showing a positive result in the test described in the EC A.21 guideline. The substance does not contain any group that might act as an oxidizing agent. The oxygen atoms that are present in the chemical are bonded to carbon, which indicates that the molecule is oxygen-deficient. The impurities, present for =< 0.3% in the test substance, were not taken into account but it is not to be expected that these have any influence.

Executive summary:

In a GLP expert statement it was concluded that the substance has no oxidizing properties as it lacks structural alerts. In accordance with Column 2 of REACH Annex VII, no oxidising properties study (required in section 7.13) was performed.
