Conclusions:
In accordance with column 2 of Annex VII of the REACH regulation, this testing needs to be carried out only if surface activity is a desired property of the chemical. The chemical 2-[7-(diethylamino)-2-oxo-2H-1-benzopyran-3-yl]-1,3-dimethyl-1H-benzimidazolium chloride (Common name: Basic Yellow 40 MS) is used as a Fluorescent color. For this use, surface activity is not a desired property and hence this end point was considered for waiver.
