Gas is mixed at fixed ratio with nitrogen to form a mixture. The ratio of the mixture is the same as a limiting mixture of Nitrogen and air that does not quite support the combustion of the reference combustable ethane.

If any mixture of the gas, nitrogen and ethane is flammable then the gas is considered to be more oxidising than air.
