Conclusions:
Determination of the Surface Tension was performed in accordance to OECD 115 and Commission Regulation (EC) No 440/2008. The mean surface tension of duplicate solutions of Ethoxy ethoxy ethyl acrylate in water, prepared at a nominal concentration of 1.0 g/L, was determined to be 57.3 mN/m at 20.0 ± 0.5 °C. Ethoxy ethoxy ethyl acrylate was therefore considered to be surface active (< 60.0 mN/m).
Executive summary:

The mean surface tension of duplicate solutions of Ethoxy ethoxy ethyl acrylate CAS No. 7328-17-8 in water, prepared at a nominal concentration of 1.0 g/L, has been determined to be 57.3 mN/m at 20.0 ± 0.5 °C, using a procedure (the ring method) designed to be compatible with Method A.5 Surface Tension of Commission Regulation (EC) No 440/2008 of 30 May 2008 and Method 115 of the OECD Guidelines for the Testing of Chemicals, 27 July 1995. However, a platinum ring with a reduced circumference of 4 cm was used, whereas the guidelines specify 6 cm. Once calibrated, the balance and ring assembly used in this test gave a direct reading for surface tension that is within the required accuracy (± 0.5 mN/m). Hence, the reduced ring dimensions are not considered to affect the integrity of the test. According to the criteria as mentioned in the guidelines, substances showing a surface tension lower than 60 mN/m under the conditions of this method, should be regarded as being surface active. Therefore, Ethoxy ethoxy ethyl acrylate was therefore considered to be surface active.
