Data waiving according Regulation (EC) 1907/2006, article 1 and 3:

The substance is readily biodegradable. Furthermore, as the logKoc is below 3 and a low adsorption potential is indicated. Therefore, binding to sewage sludge is unlikely.  For a substance being considered as „readily biodegradable“, it can be assumed that it will be biodegraded within the STP process and as a consequence a transfer to the soil compartment is not expected.

According to Annex I of this regulation, the chemical safety assessment triggers further action when the substance or the preparation meets the criteria for classification as dangerous according to Regulation (EC) 1272/2008 or is assessed to be a PBT or vPvB. The hazard assessment of Hydroxyethylpyrrolidon reveals neither a need to classify the substance as dangerous to the environment, nor is it a PBT or vPvB substance, nor are there any further indications that the substance may be hazardous to the environment.

Therefore, no tests on terrestrial organisms are provided. Thus, the PNEC derivation will be based on the equilibrium partitioning method (EPM).
