Description of key information
This substance is void of any chemical structures commonly associated with explosive properties, such as metal peroxides, peroxo-acid-anions, azides, and halogen-oxides. Lead dichloride is an inorganic salt containing only Pb[2+] and Cl[-] ions and is not combustible. Further, it is noted that despite long-term industrial use of the substance, it is not classified for explosive properties according to UN transport regulations. Therefore, the testing for explosivity is waived in accordance with REACH Annex VII, Section 7.11, Column 2.

Justification for classification or non-classification
This substance is void of any chemical structures commonly associated with explosive properties, such as metal peroxides, peroxo-acid-anions, azides, and halogen oxides. Lead dichloride is an inorganic salt containing only Pb[2+] and Cl[-] ions and is not combustible. Further, it is noted that despite long-term industrial use of the substance, it is not classified for explosive properties according to UN transport regulations (in accordance with section 1 of REACH Annex XI). Therefore, testing for explosive properties is not justified and no classification for explosive properties is required, and the study is waived in accordance with REACH Annex VII, Section 7.11, Column 2.
