the study does not need to be conducted because the organic substance contains oxygen or halogen atoms which are chemically bonded only to carbon or hydrogen and hence, the classification procedure does not need to be applied

Description of key information

In accordance with Column 2 Annex VII of the REACh Regulation EC 1907/2006, a study is not needed if structural assessment establishes that the substance may not react exothermically with a combustible material.

A waiver is proposed for this endpoint. Moreover, the substance has a long history of use as a flame retardant and can therefore justifiably be considered not to have oxidising properties.

Justification for classification or non-classification




The substance fulfills partly the CLP exemption criteria, or equivalent low level of concern, therefore no further testing is required, and it is NOT classified as oxidising.
