Description of key information
The substance has been tested for skin irritation eight times and for eye irritation seven times during the past 35 years. In all these test TGIC proved to be a slight skin irritant not requiring classification and a strong eye irritant causing serious adverse effects to the eyes, thus requiring Xi, R41 classification and labelling.

Additional information
In a variety of skin irritation tests TGIC proved to be a slight skin irritant in rabbits, when applied under semi-occlusive conditions. Although the results varied from test to test, it can be concluded that the overall skin irritating potential of the substance is slight, not leading to any classification and/or labelling. NICNAS came to the conclusion that TGIC is not a skin irritant.
In a variety of eye irritation tests using mostly a single rabbit, the substance caused irreversible and painfull adverse effects in the eye (mucous membranes, lense, iris, and cornea). In most cases the rabbit was killed for humane reasons after a few hours. Thus, a full spectrum of the eye damage could not be evaluated.

Justification for classification or non-classification
Based on the evaluation of the NORDIC Council and of NICNAS (Australia) and the EU Classification and Labelling Committee TGIC is not a skin irritant but an eye irritant causing serious damage to eyes. Thus, the classification and labelling as

is fully justified
