Public consultation on the harmonised classification and labelling proposal for Glyphosate

A 45 day public consultation has been launched on the harmonised classification and labelling proposals for Glyphosate. The substance is a widely used herbicide. The deadline for comments is 18 July 2016.

Helsinki, 2 June 2016 - Glyphosate (ISO); N-(phosphonomethyl)glycine (CAS 213-997-49, EC 1071-83-6) is currently classified in Annex VI to the CLP Regulation as:

  • Eye Dam. 1, H318 and Aquatic Chronic 2, H411.

The new proposal proposes harmonised classification as:

  • Eye Dam. 1, H318,  STOT RE 2, H373,  Aquatic Chronic 2, H411.

ECHA welcomes comments on the proposed classification and also on other hazard classes that are opened for commenting, including carcinogenicity, germ cell mutagenicity and reproductive toxicity.

Background information

ECHA is responsible for managing the harmonised classification (CLH) process for chemical substances under the CLP-regulation. Active substances in plant protection products (PPP) are subject to harmonised classification and labelling. The CLH process for an active substance is triggered when a proposal for harmonised classification of that chemical substance is submitted by a Member State competent authority (MSCA) to ECHA. Thus, as part of the procedure for the renewal of glyphosate approval under the PPP-regulation, a harmonised classification and labelling proposal has been prepared by the German MSCA (BAuA).

Classification is based solely on the hazardous properties of the substance. It does not take into account exposure and, hence, does not address the associated risks. Risks are considered under various downstream pieces of legislation such as the plant protection products regulation.
