Justification:

(3E)-dec-3-en-2-one is neither classified as carcinogenic (category 1A or 1B), mutagenic (category 1A or 1B), or toxic for reproduction (category 1A or 1B, or 2), nor is there other evidence of chronic toxicity, as identified by the classifications "STOT RE 1", or "STOT RE 2" according to CLP Regulation.

Oncorhynchus mykiss was observed to be the most sensitive species. The related 96-h LC50 was determined for O. mykiss in an acute toxicity test according to the OECD test guideline 203 with 1.5 mg/L.Thus, the substance does fulfil the REACH Annex XIII criteria for non-T properties (L(E)C50 < 0.1 mg/L for marine/freshwater organisms (short-term toxicity)).

In a 72-hour acute toxicity study according to OECD 201 the effect of (3E)-dec-3-en-2-one on the growth of Pseudokirchneriella subcapitata was investigated. This algae growth inhibition test is a multi-generation test. The chronic effect level (ErC10, 72-h, growth rate) is 0.63 mg/L. Since the EC50 and ErC10/NOrEC are above 0.01 mg/L, the substance is not considered to fulfil the toxicity criterion T.

(3E)-dec-3-en-2-one was tested according to OECD 301F to be readily biodegradable. Based on this available information, the test substance is not considered to be P (and vP).

(3E)-dec-3-en-2-one has a partition coefficient (log Kow) of 3.45 hence lacks any bioaccumulation potential.

In conclusion, (3E)-dec-3-en-2-one is readily biodegradable, not bioaccumulating, and does not fulfil any of the T-criteria. Therefore, the substance does not qualify for classification as PBT.
