According to The REACH Regulation (EC N. 1907/2006), Annex VII, Column 2, the study does not need to be conducted if the substance is incapable of reacting exothermically with combustible materials, for example on the basis of the chemical structure (e.g. organic substances not containing oxygen or halogen atoms and these elements are not chemically bonded to nitrogen or oxygen, or inorganic substances not containing oxygen or halogen atoms).

Propiophenone is deemed to be not potentially oxidizing agent, based on the chemical structure.

Justification for classification or non-classification

According to the CLP Regulation (EC) n. 1272/2008, 2.14.4.1 section, for organic substances or mixtures the classification procedure for the oxidising solid class shall not apply if:

(a) the substance or mixture does not contain oxygen, fluorine or chlorine; or

(b) the substance or mixture contains oxygen, fluorine or chlorine and these elements are chemically bonded only to carbon or hydrogen.

Based on the information and review of the substance, it is deemed not to be potentially oxidising, based on the chemical structure values.

Therefore, the substance does not meet the criteria to be classified as oxidising, according to the CLP Regulation (EC N.1272/2008).
