Justification:

Based on the data, FR-513 is neither a PBT or vPvB substance. Hydrolysis DT50s in water is expected to be higher than 1 year. The substance is not biodegradable DT50 60 days under OECD TG 309 conditions. Thus, FR-513 does meet the P criteria for persistence under the REACH Annex XIII guidelines. FR-513 is not expected to bioaccumulate in organisms based of QSAR prediction (BCF = 14.21 L/kg wet-wt). In addition, FR-513 has Log Kow value of 2.6 smaller than 4.5. Thus, it is not expected that FR-513 will meet the criteria for bioaccumulation under REACH Annex XIII guidelines. The substance is not classified as toxic, as predicted by aquatic and terrestrial toxicity studies. Thus, FR-513 does not meet the T criterion under REACH Annex XIII guidelines. In conclusion, FR-513 does not meet the P and B and T criteria under REACH Annex XIII guidelines.
