Justification:

Persistence

In accordance with Annexes VII and VIII of REACH a ready biodegradability study was performed on the registered substance according to the OECD Testing Guideline 301D. This study concluded that the substance was not ready biodegradable.

Since 1-[(2-hydroxyethyl)thio]propan-2-ol is not B, vB or T it is not considered relevant to further investigate the P properties of the registered substance and therefore to perform further biodegradation testing.

 

Bioaccumulation

The Log Kow of 1-[(2-hydroxyethyl)thio]propan-2-ol was calculated using a valid QSAR model (KOWWIN V1.68). The substance and the prediction fall within the applicability domain of the model and the result is therefore considered as acceptable. The QSAR model determined a Log Kow = -0.2. This result is below 4.5 therefore 1-[(2-hydroxyethyl)thio]propan-2-ol is not considered to demonstrate bioaccumulation potential.

The substance does not meet the B or vB criteria.

 

Toxicity

In accordance with Annexes VII and VIII of REACH no chronic toxicity testing to the aquatic environment was performed on the registered substance. Short-term toxicity of 1-[(2-hydroxyethyl)thio]propan-2-ol to aquatic invertebrates, algae, and fish was investigated and none of the resulting L(E)C50 result was below 100 mg/L. The substance did not meet the criteria for classification as toxic to the aquatic environment according to Regulation (EC) N° 1272/2008.

Based on the available information on the registered substance it can be concluded that 1-[(2-hydroxyethyl)thio]propan-2-ol does not meet the criteria for classification as mutagenic, toxic to reproduction, or toxic to specific organs following a repeated exposure according to Regulation (EC) N° 1272/2008. No data is available on the carcinogenicity of the substance and there is no requirement in Annexes VII and VIII of REACH to investigate this endpoint.

The substance does not meet the T criteria.

 

Conclusion

1-[(2-hydroxyethyl)thio]propan-2-ol does not meet the PBT and the vPvB criteria. It is not considered relevant to further investigate the PBT or vPvB properties of the substance.
