Justification for classification or non-classification

According to the CLP Regulation (EC 1272/2008), 2.1 section, an explosive substance or mixture is a solid or liquid substance or mixture of substances which is in itself capable by chemical reaction of producing gas at such a temperature and pressure and at such a speed as to cause damage to the surroundings. Pyrotechnic substances are included even when they do not evolve gases.

No experiment testing on the substance intrinsic explosiveness property are available, nevertheless a series of investigations commonly used in the ATEX Directive context (94/9/EC directive) in order to assess the Dust Explosion Characteristics are available. In all of the experiments performed no signs of ignition/reaction were recorded, thus the results may proved that no reasons of concern arise in experiments which are representative of potential situations of manufacturing and handling. The results from this evaluation together with the production and handling experience, can provide information sufficient to draw the explosiveness profile of the test material.

Furthermore the test material DG/HF 2000 is used and produced from many years and evidences connected to the long experience in handling of the substance confirm that no explosive properties have never been observed and reported up to now in the usual conditions of production, stock, transport and use.

In conclusion, according to the CLP Regulation (EC 1272/2008) the test item is not classified as explosive.
