The applications for authorisation are in the opinion development phase until the final opinions of the Committees for Risk Assessment and Socio-economic Analysis have been adopted and sent to the European Commission. On 1 February 2020, the United Kingdom (UK) withdrew from the EU. The transition period provided by the withdrawal agreement ended on 31 December 2020. As of 1 January 2021, an application for an authorisation submitted by a person established in the UK (except Northern Ireland) is no longer valid in the EU, unless that application has been transferred to a legal entity established in the EU or Northern Ireland before the end of the transition period. Therefore, authorisation applications and decisions in so far as these concern persons established in the UK (except Northern Ireland) are no longer considered valid.

Broad information on use applied for (conditions of use and function)
This use presents the use of Cr(VI) in solid form and in aqueous solution of any composition to modify the properties of surfaces made of metal or plastic, with or without current flow category III. Cr(VI) in this context is not essential for the production of one specific product or part; rather it is used in various surface finishing processes to achieve desired surface properties. The use includes the following applications:

  1. ‘Functional chrome plating’: the use of Cr(VI) on surfaces to deposit chromium layers, principally for technical and functional purposes. The treated surface is entirely free of hexavalent chrome. Functional chrome plating is widely used in many industry sectors, including aerospace, automotive & general engineering, steel, metal precision parts and manufacture of printing equipment. It typically involves recirculation of the treatment solutions in a closed loop, high throughput of parts and low process temperatures. It provides substantial flexibility to treat parts with a broad range of sizes and geometries and the ability to plate inner surfaces of parts. The result of the functional chrome plating process is a crack-free or micro-cracked metallic chrome coating which provides a range of desired properties to the finished part. It enhances wear resistance, hardness, corrosion resistance and tribological properties of the finished part in combination with other important functional characteristics.
  2. ‘Decorative chrome plating’: the use of Cr(VI) on metal, plastic or composite surfaces principally for decorative and functional purposes. The treated surface is entirely free of hexavalent chrome. Decorative chrome plating is widely used in applications including automotive, sanitary, household appliances, furniture and homeware, cosmetics, white goods, general engineering and others. It can be applied to effectively treat articles or components of many different sizes and shapes. The result of the decorative chrome plating process is a metallic chrome coating which provides a range of desired properties to the finished part. It enhances corrosion resistance, durability and achieves a clearly recognizable improvement in the surface appearance of the finished article in combination with other important functional characteristics.
  3. Pre- and post-treatment processes including: ‘Electropolishing’ (the use of Cr(VI) on surfaces to electropolish metallic surfaces); ‘Stripping’ (the use of Cr(VI) on surfaces to strip any components from substrate surfaces for the partial or complete removal); ‘Pickling’ (the use of Cr(VI) on surfaces for pickling and activating plastic parts, particularly those made of ABS (acrylonitrile butadiene styrene) or PC/ABS (polycarbonate/acrylonitrile butadiene styrene); ‘Anodising’ (the use of Cr(VI) on surfaces for anodising, particularly aluminium, magnesium or titanium or components coated with these metals); ‘Stainless steel dyes’: the use of Cr(VI) on surfaces for the oxidative modification of surfaces of components made of stainless steels, particularly corrosion-resistant chromium-nickel steels. After all of the treatments, the treated surface is entirely free of hexavalent chrome.
Annual tonnage used: currently several kilograms up to a maximum of 100 tonnes per year and company; in total not more than 500 tonnes per year by all companies in this category.
