Description of key information
Loose heaped powder is not explosive but might get subject to dust explosions by being dispersed in mixture with air.

Loose heaped red phosphorus powder itself is not explosive even so it can be ignited by very small ignition energies and burns with a fast deflagration (see CSR Chapter 6.2.).
But dust clouds of red phosphorus powder in air are highly explosive with a high maximum rate of pressure rise and a very small minimum ignition energy (see CSR chapter 6.4) leading to the highest classification of the dust explosion class (3).
Justification for classification or non-classification
Red phosphorus in form of pure loose heaped powder is classified as non explosive, because even so it can be ignited by very small energies it just burns with a burning rate typical for a highly flammable substance without any explosion.
This behaviour changes in contact with oxidising substances. Such mixtures might already explode by applying small energies. This behaviour is well known because such mixtures are used in the ammunition industry.
