In accordance with column 2 of REACh Annex VII, the study needs only to be conducted if based on structure, surface activity is expected or can be predicted.
The present substance is not intended to be used as a surfactant (i.e. not a desired property), and it does not contain typical groups (such as distinct polar and non-polar parts) indicating that it will have significant surface active properties in solution. - Executive summary:
The surface tension of the test substance was measured under GLP according to OECD 115/EU A5 guidelines, using the OECD harmonized ring method.
The apparatus was calibrated with water. Readings were recorded on a test solution with concentration expected to be < 90% saturation.
The mean of five consistent values was corrected with calibration and H&J factors.
The surface tension of the test solution (< 600 mg/L) at 20 °C was 44.3 mN/m.

Surface tension = 44.3 mN/m (concentration expected < 600 mg/L, and at 20°C)
According to EU A5 criteria, as the result is below the threshold value of 60 mN/m, the substance is considered to have surface-active potential under the experimental conditions. However, since the structure is not characteristic of a true surfactant, and it is not the intended use of the substance (i.e. not a desired property), this conclusion should be taken with caution.

Additional information
Based on chemical structure, showing no alert, and considering the substance is not intended to be used as a surfactant, no further data should be required.
However, an experimental study, conducted according to a recognized OECD/EC method and under GLP, is available, and provided as supporting data. The result was found contradictory to the above assessment. Testing conditions (concentration of solution) did not comply with guideline requirements, so the result is not retained as key value. However the information is useful for qualitative assessment.
