According to Regulation (EC) No 1907/2006 Annex VIII REACH, the test for oxidising properties need not be performed if: examination of the structural formula establishes beyond reasonable doubt that the substance is incapable of reacting exothermically with a combustible material.

The test substance contains four oxygen atoms which are not chemically bonded to nitrogen or oxygen. The test substance does not contain any structural features suggesting oxidising properties. Therefore oxidising properties of maleic acid are unlikely.
