Based on the chemical structure and based on the known experience in the handling and use of substances, Fluorescent Brightener 219 is deemed not to be potentially oxidising.

Justification for classification or non-classification

According to the CLP Regulation (EC 1272/2008), 2.14 section, oxidising solid means a solid substance or mixture which, while in itself is not necessarily combustible, may, generally by yielding oxygen, cause, or contribute to, the combustion of other material.

For organic substances the classification procedure for this class shall not apply if:

(a) the substance does not contain oxygen, fluorine or chlorine; or

(b) the substance contains oxygen, fluorine or chlorine and these elements are chemically bonded only to carbon or hydrogen.

Fluorescent Brightener 219 contains oxygen chemically bonded only to carbon or hydrogen.

Therefore, the substance meets the screening criteria on the basis of which a substance shall not be classified as oxidising agent.
