Database

The database to be built under the revised Waste Framework Directive has three main objectives:

  1. Decrease hazardous waste generation by supporting the substitution of substances of concern in articles placed on the EU market.
  2. Allow authorities to monitor the use of substances of concern in articles and initiate appropriate actions over the whole lifecycle of articles.
  3. Provide information to further improve waste treatment operations.

Companies supplying articles that contain Candidate List substances in a concentration above 0.1 % w/w will have to provide to ECHA sufficient information to allow safe use of the article. ECHA will make the information available to waste operators and consumers through the database.

ECHA has published a scenario for the database and collected feedback through a public call for input, meetings with stakeholders and a dedicated workshop.

What's next

ECHA is refining the information requirements upon which the database and its related submission tools will be designed. The work takes into account the stakeholder feedback received so far. The final information requirements will be published here. ECHA will continue to involve CARACAL and the Commission Expert Group on Waste in the development of the database.
