- Experimental techniques are available for the classification of a substance or preparation as explosive. These are described in EC Test A14. However, according to the OECD testing methods publication, test A14 need not to be carried out when examination of the structural formula establishes beyond reasonable doubt that the substance has no explosive properties (i.e. it is not capable of rapid gas or heat release).

Assessment of Explosive Properties of the test item:
Examination of the structural formula for the sample indicates:
1) There are no chemical groups associated with explosive properties (Table 16.1).
2) The oxygen is not bound in energetic functional groups – it is bound in CO groups which do not possess explosive behaviour. The oxygen balance is -211 – below the criteria for consideration (-200).
Based on this combination of factors, it is beyond reasonable doubt that the material will not exhibit explosive properties. There are no elements of the screening procedure which begin to suggest that explosive properties may be exhibited by the substance. The conduct of the A14 tests is therefore not considered appropriate.
Description of key information
In accordance with column 2 of REACH Annex VII the explosive properties study does not need to be conducted as there are no chemical groups associated with explosive properties present in the molecule. The substance contains none of the functional groups quoted in “Recommendations on the transport of dangerous goods – Manual of Tests and Criteria” 4th revised edition, Appendix 6, table A6.1, which may indicate explosive properties. Therefore, it can be concluded that this substance is not explosive in the senses of EC A14 and the UN Manual of Tests and Criteria. The test material will not exhibit explosive properties.
There are no elements of the screening procedure which begin to suggest that explosive properties may be exhibited by the substance. The conduct of the A14 tests is therefore not considered appropriate.
