Justification:

The PBT Assessment for 2 -methoxyethyl acrylate is based on the criteria set out in the “Guidance on information requirements and chemical safety assessment, Chapter R.11: PBT Assessment” (ECHA, 2014).

Persistence

Screening criteria

2 -methoxyethyl acrylate is readily biodegradable in one study according to OECD 301C (83 -100% (ThO2, DOC, test mat. analysis) after 28 d). Thus, the test substance does not meet the screening criterion for persistency and it is not considered to be persistent (P) or very persistent (vP).

Bioaccumulation

Screening criteria

2 -methoxyethyl acrylate has a log Kow of 0.9 (OECD 117). Thus, the test substance does not meet the screening criterion for bioaccumulation and is not considered to be bioaccumulative (B) or very bioaccumulative (vB).

Toxicity

Regarding ecotoxicity, long-term toxicity testing with Daphnia magna resulted in a NOEC of 0.19 mg/L (EPA OTS 797.1330), thus indicating the substance not to fulfil the T criterion for the environment.

However, there is evidence of chronic toxicity, as identified by the classification Xn, R48 according to Directive 67/548/EEC and specific target organ toxicity after repeated exposure (STOT RE Cat. 2, H373) according to Regulation (EC) No. 1272/2008.

Moreover, 2 -methoxyethyl acrylate is classified as toxic for reproduction (Cat. 2, R60, R61) according to Directive 67/548/EEC and as toxic for reproduction (Cat. 1B, H360FD) according to Regulation (EC) 1272/2008.

Thus, the criterion set out in Annex XIII of Regulation (EC) No. 1907/2006 is met and the test substance is considered to meet the T criterion.
