This page provides further information on the applications for authorisation or review reports, which have undergone consultation. The applications for authorisation are in the opinion development phase until the final opinions of the Committees for Risk Assessment and Socio-economic Analysis have been adopted and sent to the European Commission. Its decision-making process can be followed through the comitology register, where further information is published about the REACH Committee's past and upcoming meetings.

On 1 February 2020, the United Kingdom (UK) withdrew from the EU. The transition period provided by the withdrawal agreement ended on 31 December 2020. As of 1 January 2021, an application for an authorisation submitted by a person established in the UK (except Northern Ireland) is no longer valid in the EU, unless that application has been transferred to a legal entity established in the EU or Northern Ireland before the end of the transition period. Therefore, authorisation applications and decisions in so far as these concern persons established in the UK (except Northern Ireland) are no longer considered valid. Use of Chromium (VI) Trioxide and Sodium Dichromate for Passivation of Electrolytic Tinplate (ETP)
Broad information on use applied for (conditions of use and function)
Chromium trioxide and/or sodium dichromate are used by the Applicant in two sites in the passivation of Electrolytic Tinplate (ETP). The ETP process is performed in a comparable manner across the two sites of the Applicant. During the ETP process the surface of tin-plated steel is passivated in a cathodic process in the presence of chromium (VI) salts by covering the tin-plated steel with an inert layer of metallic chromium and chromium (III) oxide. As a general risk management measure aqueous solution (rather than the neat solid substance) of sodium dichromate and chromium trioxide are used as sources for chromium (VI).
The passivation process is highly automated and partially contained. Operators are involved in connecting IBC containers (containing liquid chromium trioxide and/or sodium dichromate concentrate) to the process installation, sampling of Cr(VI) passivation baths or waste water via dedicated sampling systems, addition and dissolution of solid chromium trioxide or sodium dichromate, maintenance and cleaning activities, filter press/sludge removal from passivation tanks, activities close to the ETP line without handling of Cr(VI) containing solutions, control-room activities. Collective measures are in place to minimize exposure to workers and emissions to the different environmental compartments.
The solution of the passivation tank as well as other Cr(VI) containing wastewater is collected in a dedicated drain and directed to the wastewater treatment facility, where a reduction/neutralisation treatment of chromium takes place. Air above the Cr(VI) containing baths is extracted using a Local Exhaust Ventilation (LEV) and mostly treated in a scrubber. Scrubber water is directed to the reduction/neutralisation unit. The sludge resulting from the wastewater treatment is removed by different techniques (e.g. filter press or other filter systems) and disposed via a specialized waste company.
Functional requirements:
The primary function of Cr(VI) in the production of ETP as packaging material is to form a stable oxide layer on the product and as such to ensure corrosion resistance and food safety. Tinplated sheets are primarily used among customers in the food packaging and processing sectors. The sheets are cut into a variety of formats according to the packaging to be produced: coils, narrow strip, straight-cut sheets and scroll-cut sheets. Major focus for the use of tinplate is food contact materials, non-food contact materials also require tinplate and are covered by the application. The functional requirements of the packaging are of key importance in the assessment of potential alternatives. The nine overarching requirements for a suitable alternative for the use of Cr(VI) are:
