REACH amendment enters into force on 1 December 2010

Helsinki, 01 December 2010 - The Classification, Labelling and Packaging Regulation foresaw a number of amendments to the REACH Regulation which take place on 1 December 2010, immediately after the first registration deadline. They will in particular impact on the information required for registering substances.
The amendment is a consequence of Article 58 of Regulation (EC) No 1272/2008 on classification, labelling and packaging of substances and mixtures (the CLP Regulation).
Registration dossiers submitted to ECHA from 1 December 2010 will be affected by the following provisions:
- They will have to include the information on classification and labelling according to the criteria specified in the CLP Regulation (Article 58(11) of CLP);
- The dissemination of information contained in them will take into account the hazard criteria established by the CLP Regulation (Article 58(7) of CLP);
- The content of the chemical safety report will also be impacted by the hazard criteria established in the CLP Regulation (Article 58(1) of CLP).
ECHA will help registrants to comply by releasing updated versions of the following manuals and tools in December:
- Data Submission Manual 5 - How to complete a technical dossier for registrations and PPORD notifications
- Technical completeness check plugin (TCC plugin)
- Fee calculation plugin
In addition, ECHA has published "Questions & Answers on the impact of the CLP Regulation on registration dossiers submitted from 1 December 2010". This document describes the most relevant modifications introduced by the CLP Regulation and affecting registration dossiers.
